Functions of the Executive Secretariat

• Manage all correspondence sent to and prepared for the SecDef (SD), DepSecDef (DSD), and ExecSec (ES) including Day Book and Read-aheads; does not include National Programs, Special Access Programs, Deployment Orders, and Intelligence Briefings

• Prepare personal correspondence for SD including OEF condolences

• Administer Presidential Support Program (Yankee White); screen, nominate, select and retain the most suitable and qualified DoD military and civilian personnel, and contractor employees for presidential support duties

• Validate and approve military airlift transportation requests for senior OSD officials and non-DoD agencies, including senior cabinet officials

• Control, task and respond to Interagency requests for DoD support (e.g., Secret Service, FEMA, Park Police, Noble Eagle, etc.)

• Oversee DoD external personnel detail program

• Designate Defense Intelligence Agency (DIA) as Executive Liaison Agent to provide administrative and logistic support for visiting senior foreign dignitaries

• Direct half-staffing of the national flag for all DoD buildings, grounds, and naval vessels (DoD Instruction 1005.06)

• Review, validate, and authorize release of SD and DSD – level correspondence requested under Freedom of Information Act

• Oversee physical, personnel, and information security programs for the immediate office

• Oversee human resource and performance management functions for the immediate office
